Institutional Antisocial Traceurs: New Lamp Post; Broken Ben

I am quite concerned about what I have described for years as a deliberate disregard for this environment at the Lancaster West Estate in North Kensington. Here's another example of that deliberate disregard concerning something which I characterise as institutionalised antisocial behaviour that has a wide reaching impact on the community. As described below with links to an example of the publicity sent around to everyone in June 2007, this antisocial behaviour was just not condoned but supported and sustained by those in positions of authority.This should be of the utmost concern to those in positions of authority who have responsibility and accountability for safety and health in this environment especially the Kensington & Chelsea Tenant Management Organisation (TMO) and the Lancaster West Estate Management Board (EMB) who are corporate entities given the recent change in the Corporate Manslaughter and Corporate Homicide Act. I have pulled together the video clips of this incident to provide a direct view of exactly what happened at key points so that you can think for yourselves and make up your own minds based upon sight and hearing. 1. Thu 10.04.2008 at 1215: using newly installed lamp post as gymnast pole; jumping on bench next to broken slat that falls through; bathtub on ground in background. Traceur filming their own institutionalised antisocial behaviour from the broken bench.2. Thu 10.04.2008 at 1217: leap frog over a rubbish bin filmed by Traceur from broken bench.3. Thu 10.04.2008 at 1227: observant squirrel goes up tree trunk right in front of the camcorder. Traceurs running at slanting wall while filming themselves. Jumping on benches.[Thu 10.04.2008 at 1242 I sent an Email to the TMO Area Manager about this activity.]4. Thu 10.04.2008 at 1412: bathtub collection while Traceurs activity continues two hours later.5. Sat 12.04.2006 at 1121: Traceurs legacy contributed to damaged bench which now persists. Council fly tipping begins with Orange Bag pick up place on ground next to recycle Blue Bins. remember the observant squirrel?6. Sat 12.04.2006 at 1151: bench slat short? These guys are having a good time, but they should be doing this gymnastic activity in a proper location with well protected (padded) equipment including close supervision and spotting by the others against falls and accidents.The second problem is that it contributes to damaging the property that everyone uses all the time. The lamp posts have just been replaced as can be noted by the circle area at its base from new concrete. These are most important for night security on the Estate. Already they are being subjected to activity which will contribute to their damage. The bench appeared to be already broken which was exposed by one of them jumping next to the broken slat. Who will pay for this damage, and how much of a hazard will it be for others in the meantime?These people put others at risk from a legal liability should an accident occur especially death which can result from a head injury more easily than most would want to acknowledge. The head injury led to hospitalisation where the child died from anddMRSA infection. As of Sunday before last, 6th April 2008, the corporate liability for manslaughter has been broadened with a new law so that various managers can be held liable for gross negligence in allowing this kind of dangerous activity to occur. How many of the children in this environment will be imitating this activity?Recently the Home Secretary announced that every area now has a dedicated police team to handle these problems. Where were they on Thursday, 10.04.2008? At the end of November 2007, the Home Secretary announced new powers for the Police Community Support Officers (PCSOs) effective 01.12.2007 who were enabled to take identification information. Did they do so in this case?Why was this left to go on for over two hours without the intervention by those in authority to stop it? This antisocial behaviour is a big problem in this immediate area.
